looks like a bandaid to me, sealing in the moisture, perfect place for more mold.

I had a ranch style home with crawl space which filled with water every time it rained and the moisture and odors seeping into the house was awful! We had to build up soil line around the foundation to divert rainwater away from the house and into the yard but we also had a yard with a high water table. Happily sold that house!
