Gardening: What is wrong with this Japanese maple?

The top and inner part of the tree are dying and the leaves on the rest of the tree are getting gray on the edges. What is this and what do you suggest doing to save the tree?

Gardening: Can anyone identify this?

I found this odd growth on a coneflower plant today. I thought another plant was growing up through the plant, but on closer inspection, the green is coming directly out of the center of the flower!
