Water bath is normally simmering water, which is a very low boil. You should see wee bubbles around the edge of the water.

I have been doing stained glass for years, I haven't heard of a water bath for cutting glass, but when cutting the glass with a glass cutter, you should either dip the cutter in oil previous to the cut, or use an oil fed cutter which provides the necessary lubrication for the cut. Not sure if this is what you are referring to tho.

@Karen Knabe My Glastar grinder has a water resevoir and sponge that keep the glass damp to wet while smoothing and shaping it~ Maybe this will help!

Cynthia, I was responding to a question about glass and a water bath, maybe she means I grinder for the water bath method. Myself, I have several and am aware of the water fed sytem they provide. Her question seemed to be "water bath? Cutting glass", not grinding to shape

Unless you are referring to cutting bottles, you score the bottle with a glass cutter around the circumference of the bottle, then submerse the bottle in a large bowl of ice water for a few minutes, then move it to a large bowl of boiling water. Go back and forth between the water baths until the two parts separate. Then you can use a glass grinder to smooth the edges.
