well particle board should not be in a bathroom. so you don't have any covering over the particle board? the toilet flang should be above the floor for easy toilet replacement.

you can take the particle board up and replace it with B/C sanded 1/4" plywood then put peal and stick or sheet vinyl.

Replace the particle board with CDX ply then add backerboard and tile...Then that bath can last 50 years

I have never tiled anything in a mobile home so your floor structure for tile would have to be further looked into. CDX ply is cheap but tile isn't and you would have to use sanded CDX...B/C or A/C would be a better ply to use.

I would also recomend allure traffic master vinyl plank flooring, cheaper then tile easy to install and safe for bathrooms also looks very nice.
