Shoe storage units with clear pockets that hang over the back of doors can hold myriad items, such as punches, scissors, etc; also, under bed storage boxes are great for flat items. If you use your shoe boxes, LABEL them clearly on the ends so you don't continually have to search through them to find what you want. If you have a window available, use a tension rod to hang rolls of ribbon. If you have to store several layers of items in shelves or boxes, use clear acrylic box frames to hold each layer, this makes it easier to see from one level to the other.

In a small space, you have to go vertical. I work with miniatures for gardens, and I purchased a tall plastic rack for under 30 dollars with 6 "drawers" ~ the miniatures fit well. I store mosses, sea shells, Christmas miniatures, critters, furniture, etc. in each drawer.-- all within a footprint of no more than 18-20". The over the door idea above is also a must have; especially for tools. Paper should be stored standing up in magazine holders that you can purchase at dollar stores.

Perhaps you can look and see what kind of ready made storage you can get? A chest of drawers with compartments sound like it might fit!

How about going to the hardware store and getting a small parts organizer? It is a small plastic unit with many drawers that can be labelled as needed.
