What all is necessary to build a concrete block retaining wall

I have a small area by my carport that open to my hillside and want to have a concrete block retaining wall built there. Some of the wall will come in contact with the dirt, and I have had two contractors quote the job, but one of them said that since I live in PA the wall needs to have some kind of a screen or sheathing on the section of the wall that comes in contact with the dirt. I'm sorry but I don't remember exactly what he called it, but he said it is necessary for more support because of the freezing/thawing we have here in the winter. Does anyone know if that is necessary, or is he just trying to sell me something I don't need?

He is correct. You will need support that extends below the freezing line because eventually the wall will give away and lose its support.

What is the height of wall being constructed. Here in Georgia you need engineered certification when the wall is over 4 ft. On block walls we use a product sometimes called geogrid which is laid flat going into the bank of the wall . On the following link if you scroll down you will see a picture of where it goes and how.
