What all is necessary to build a concrete block retaining wall

I have a small area by my carport that open to my hillside and want to have a concrete block retaining wall built there. Some of the wall will come in contact with the dirt, and I have had two contractors quote the job, but one of them said that since I live in PA the wall needs to have some kind of a screen or sheathing on the section of the wall that comes in contact with the dirt. I'm sorry but I don't remember exactly what he called it, but he said it is necessary for more support because of the freezing/thawing we have here in the winter. Does anyone know if that is necessary, or is he just trying to sell me something I don't need?
