Try using the narrow wire baskets and attach them to the inside of your base cabinets. If you can't attach them they also have the over the door type.

Maybe a Lazy Susan on the counter? That should be about eye level and easy to spin to locate the right one. Hope this idea helps. :)

We have a metal rack in an upper cabinet that pulls straight out then down. It holds three rows of spices, small on the top row, 3" metal tins on the 2nd one & Tall bottles on the bottom row. We found it @ Walmart for around (i think) $15. You might be able to put this on the door under the sink if it didn't jute out every time you opened it.

If you have counterspace find a spice holder at Dollar Store and leave it on your counter for your husband to be able to reach.

Recently I moved most of my spices to a shallow drawer below the counter. They were mostly bought at a spice store from where they came in tiny plastic bags. I poured them into small squarish plastic jars (about the size of small baby food jars). The jars are on their backs with the labels on the front. Previously this had been the junk drawer. I moved the junk, reduced to a minimum, to a small box/tray where the spices had been previously on a lazy susan. So far so good.

We got a piece of stainless/tin from Home Depot, mounted it inside (any cabinet), and put spices in round clear topped magnetic backed spice holders. Lids swirl to shake or pour or close. Clear label maker identifies contents. If the hit a shelf move up or down a row so they don't. Since panel can be installed on any door, select a door in his reach.

I'm in a wheelchair too. I keep my spices in a rack on the inside of the pantry door. We've added so many racks on the back of that door that it's almost floor to ceiling now. I can reach all but the top shelves, where we just keep duplicate supplies for when we run out. I try to keep them alphabetical, and for the most part that works pretty well. I hope you can figure this out for your hubby. Any hubby that cooks is certainly an asset to a kitchen!

What I would do, if you can, is to change the spices from jars to the magnetic containers and then just slap them on the side of the either the stove or the fridge whichever has an exposed side.
