Shredded newspaper is probably the best R factor insulation. It has been treated to resist being burned. It does not off gas any harmful chemicals and is a fairly simple thing to install.
  • I got to agree with @John Riha it completely depends on the construction, space available, climate (especially if you are near the coast / mountains), issues having (if existing) & of course what is available there In most cases when doing a hot roof type of system I will advocate using closed cell foam as it eliminates many concerns & issues with other types of systems. - for more on Hot roofs - http://thehtrc.com/2011/what-is-a-hot-roof One other item is going with a cool roof coating on the exterior - light colored shingles, tiles, etc... while it won't help keep heat in, it can help keep some of it out during the summer
