Correct paint for laundry room

My laundry room is in the basement, enclosed, no windows. The walls are concrete and have never been painted. What would be the best way to come out with nice, white walls? Oil-based primer? Followed by latex? Latex primer and paint? Or some type of paint concrete specific paint that will yield nice shiny white walls.

    I personally find working with oil based paints difficult, and messy.. I would prime with a Mold killing primer just to be on the safe side since basements - especially ones w/o windows tend to be damp, I believe 2 coats of this will seal the concrete. Paint that is mold resistant or add a mildew treatment to the paint. Rustoleum has come out with some great paint colors and products specifically for concrete originally designed for patios, but be creative and use as you want. Wish you success on your project.
