I am overseeding my small front yard using Kentucky 31.

Topsoil was added yesterday after I raked and raked the dead grass out. I was told to rake in the grass seed, and not put straw on top. Is that correct?

Yes, Kathy, rake the in the seed. You could add a very thin (only 1/4 inch) of topsoil, but I would not put straw on top of that.

The key is watering regularly enough to keep the soil moist but not soggy. If you do that the grass should sprout by next weekend.

You may use wheat straw but don't over do it. Just a light amount will suffice.
