I stumbled upon this last night...While I agree with some of their founding principles developing a self sustaining community in the panhandle of Idaho will have its complications. I would consider this to be a bit of "social housing experiment"

My small town is a lot smaller than their "proposed" development and we are currently upgrading our waste water plant. This upgrade alone is costing about $3.5 million ( for service to 1400 residents). Developing a "green field" site with full infrastructure ( water sewer power roads) to serve 3000 to 7000 will cost many millions more.
The Greater World Community (an Earthship comunity outside of Taos) is comprised of individual homes that are self sufficient. It has been more than 20 years for them to get established and still they do not produce much in the way of their yearly food production.
I think the founders of the Citadel, have read a few to many science fiction books.
