Sheetrock in front of baseboard heating

I had a contractor come in to remodel my basement bathroom and he brought the wall out so the pipes would not be seen however he covered the baseboard heating, bringing the sheetrock directly to the floor in front of the baseboard heating.I told him that I didn't think this was acceptable safety and codewise and he said that it would be ok as this heater doesn't get hot. I have 2 questions. 1) Can it stay as is? and if not 2) How can this be repaired so it is acceptable without massive expense (the sink and upflush toilet are in front of the wall)?

    No. Baseboard heating must have a direct path out. You could cut a hole in the Sheetrock and install a grate to allow the air to escape, which should satisfy code. I'd recommend giving your city/ county code enforcement office a call and asking, although you might want to relay that you are "thinking" about renovatinfpg as most often they will tell you that permits are required 😒

      That entirely depends on your city/county, but be aware that it comes with inspections to make sure the work is completed to code - and also much of the work is typically considered to be an appreciable improvement to your home which could result in increased homeowners taxes.

    You should not be paying for this. The contractor should correct his mistake.
