Solar lights

I have two solar lights, that I don't want to throw away. The battery in each went bad. I cleaned the contacts on the end of the battery compartment. I then replaced each with a new rechargeable battery. The bulbs will burn, but will not cut off in bright sunlight. These two do not have a photo cell that I can see, so I am assuming it is built into the solar panel. I have cleaned the solar panels till they look new. They still do not cut off in sunlight. ANY HELP would be greatly appreciated.

Only possibility that I can think of is that the circuit board somehow got wet and shorted during cleaning. If the board is not accessible, then a few days in the sun might dry it enough to correct the short.

If I could see the lights. Are they like dragon fly lights or just lights? You can buy solar batter packs and may blend the old with new. I'm good at making things work. Wish could see them. Let me know.
