Is it safe for use in the dishwasher?

Yes, absolutely! That's it sole purpose. Baking soda is often used to clean out the dishwasher, so it makes a great detergent and helps keep the inside of the washer cleaner.

Does anyone know of a liquid equivalent? I don't like using powdered cleaners.
