To which Waterborne are you referring? There are different kinds. I would only prime stairs with a high or super adhesion primer. There are many good brands BM. S-W, Zinsser etc. IMO and experience, oil is more durable long term. We have this one in Canada which washes up easily. http://www.dulux.ca/DIY/products/specialty-primers/Dulux-X-pert-Waterborne-Alkyd-Interior-Primer?lang=en-CA it is made by PPG, so I'm sure you have it under a different label.

@Donna From what I could see online and figure, that is the case. Here in Canada, we are getting away from oil-based house paints, but can still find the oil-based primers. The link I provided which is also called (X-pert) Waterborne, is nice because it is oil-based but you can clean the brushes etc. more easily with soap and water. I bought it because I try whenenver possible, to use the same brand paint and primer, and it was on sale: buy 2 cans get 1 free. :) I have no idea what the other types are like.:)

If you want, you can prime with an oil based primer and paint with an acrylic or latex paint. You can also use a latex primer. My favorite is BIN123. It's a good all-purpose interior primer.
