You need to give it a good wash with TSP and once thoroughly dried (12-24 hours), use2 coats of Zinsser Cover Stain Primer. It is stinky because it is oil based, but it is a bonding primer and provides the best durability. I painted our laundry room floor and primed with that and it has held up no problem for 3 years - lots of abuse on it. I used latex paint on top and then sealed with Verathane Floor (water based) Sealer. Good luck!

Personally I swear by Gripper primer. I got a drop on my kitchen floor and I couldn't even scrape it off. Painted an asbestos shingled house and used that primer and 5 years later the paint was still perfect. Pretty good since they say nothing sticks to asbestos siding.

Scrub floor clean and rinse. Use Rustoleum brand OIL-BASED paint and let dry for two days. Be careful no one steps on it (especially pets) for two days' to dry solid. If it's damp or rainy, wait 4 days to step on it--and enjoy!

Clean clean clean---and plan your pattern if that is to be. Maybe the brown paper bag technique would work. !!??
