I am in need of a bookself that is cheap as can be. I have a very limited income as I don't have a job but I'm looking for a job. My life has been going through some changes which I prefer not to discuss.

Milk crates are great they clean easy and you can stack them secure with zip ties.

Ask on your local Freecycle board for free items. You can use just plain boards and stack the books as uprights instead of bricks, you can use any kind of crates and even stacked cardboard boxes look OK if they're orderly and you can spray paint them.

Cement blocks and ugly wood planks...like the college days. Today they can be painted and called "chic". :-)

I agree with CJ; cinder blocks can be painted and ask around the neighborhood for old wood that can be given away.

I understand totally and pray for you (please return the prayers :) I use things people throw away add a little paint or pretty paper (even magazine pages) to turn it into something I need. You will be amazed at the beautiful things they turn into! I have gotten milk crates that a Mexican Restaurant threw away (spray paint), you can use pallet boards separated with anything from bricks (as stated previous) to candle holders, thick dowels, etc... Keep in mind distress (old looking) is in so use your imagination or Pinterest!

My local Lowes sells damaged lumber for 75% off. They will cut it to whatever size you need. The first 2 cuts are free and after that it is 50¢ a cut. I recently picked up some lumber for a project and paid next to nothing for it. A little planning and you can create whatever you need. Check out local facebook groups regularly for give aways. Also, don't hesitate to ask for items people are wanting to get rid of. Defintiely do as Darla suggested and post on the free cycle groups.
