Storm Windows, I posted earlier that I was considering installing Storm windows instead of replacing the windows @ my
house. I don't plan on living there for no more than 3-5 yrs. Therefore I wouldn't recoup the cost of new Windows. But, I found Ads for New Window repalcement including installation here in Metro Atl., Ga. for less that I can buy S. Windows @ Lowes or H. Depot. I thought I could get S. Windows cheaper and Save. Any Suggestion.

The contractors you speak of state they are the manufacture of the window which is why they can offer you such low prices. Sure, try to find these windows when the hardware breaks or there is an issue with them.
Stick to the name brands or go with the box stores. Steer clear of those who sell at discount. Nothing is free.
As far as putting in windows to recoup. Not going to happen on an energy side investment. They will help you sell your home when you put it on the market however because of curb appear the the public not truly understanding what really saves money on improvements.
Your better bet would be to put your money into home energy saving upgrades. Insulation, air sealing and perhaps a higher end HVAC system. You will realize savings right away. Get and take advantage of rebates your state and the manufacture offers. As energy costs rise future buyers will be more interested in your home if its energy costs are low.
Save the windows for last, unless they are in such terrible shape that they require replacement.
You get exactly what you pay for.
Also Just so everyone understands. The US DEP requires anyone working on a home that disturbs more then six square feet of exterior surface or removes door or windows to be a lead paint certified contractor. Fines upwards to over $30,000 can be levied against them if they get caught not in ...»
I can tell you first hand that there are thousands of contractors not in compliance as of yet.
