Does anyone knows what is happening to my rose plant???

As can you see the plant its getting brown spots i look all ready for bugs or something in it, just seen little tiny flying bugs nothing more are those the ones causing the damage???

    its called rust caused by over watering ur roses best to remove all the rusted color leaves ...»
    and spray them with a spray u get at a nursery for rust roses its a disases and can be past from rose to rose busg if not treated right away
