Yes. One way is with TapCon screws. They are a special masonry screw designed just for screwing into concrete for a secure hold. The box of screws come with a special mason bit. Do not "wallow" out the hole while drilling. Straight in and out is best. The other way is to rent a special drill. That "fires" the bolts into the concrete. This is used for pool cages etc. Very strong. You need the special screws to go with it. But is easy to do also.

If you have a pole that needs to be set in concrete and you already have finished concrete, you can bore out a hole and insert a metal sleeve then you have a new hole to place your post and fill with concrete. This is how we install new sign posts in sidewalks when we need to move them or replace broken/rusted railings along concrete steps.

There are special bolts made for this purpose of adding railing to concrete. My husband calls one a Hildy Quick Bolt ( some are called a wedge) I would ask someone at Lowes or Home Depot and also ask what type of drill needs to be used. (regular or hammer)
