Gardening: I have a townhome with a small backyard (mostly rocks/gravel and a paver walkway).

It no longer properly drains during our Florida storms. What options should I consider to have it fixed or should the HOA pay for it since it the drain is underground?

I imagine that the HOA is going to be involved whether they are helping to pay for it or not. ...»
I would check with them and see what they can do to help you. You may need to add a french drain in the yard to help move the water out faster. This you would need to check with the HOA to make sure that you can do this and where the water will go. After you get the water moving, you can then go in with some sod and some flowering plants to get instant color and a lawn.
