Landscaping: trouble with sweetgum pop-ups

Last year we removed a 16-20" girth sweetgum tree, the stump was ground and the mulch saved. The roots 2 to 3 feet out keep sending up trees in various places. Can't seem to kill them ...»
for long with roundup. Also I used the chips after a year as mulch...guess what..sweetgum sprouts. HELP!!
