Gardening: How do I Keep carpenter bees from coming back to bore the same fascia boards each year?

Does it have anything to do with flowers/blooming plants in landscape beds?

    They like my holly bushes. They bore and leave larvae in the wood to come back and create more of a mess. I plan to install concrete fascia/soffit which should take are of the problem.
