Gardening: Perennial plant - agura

I live in Raleigh NC. What is best for the plan agura (SP?). Should they be cut back? If so, what ifs the best time. A large one has stopped blooming and resembles a large tumbleweed :)

film on headlights?

My car is 11 years old and the headlight covers have become very dull and diminish visibility when driving at night. Does anyone know if anything can be done to get rid of the film on the covers? Thanks!
