Is it really cost effective to attach a timer to your home water heater so that it's only heating the water certain

times of the day or night?

Yes as of now your heater is keeping the water at about 115 Deg. all the time not just when ...»
you are home. Why heat water for no reason? The main thing will be you getting on the schedule and bathing about 30 minutes after the set time so the water is fully heated.
