Linda, it would help to see a picture of the frame as there are many different styles and not all information will work for all styles. The basics can be as simple as rolling the frame on craft paper or news print, marking as you go to make your pattern. Once the fabric is cut you attach it to the frame at the top and bottom. Others frames have shaped sections that need a number of individual pieces that are sewn together before fitting onto the frame.

Since you are saying the lamp is formal I would seek out a lighting store and see what the cost would be for them to make a mew shade.

A friend strung multiple bead strings from old jewelry (that I gave her) from the top to the bottom ring with thin wire. Added as much bling as she could handle. Additional strings of sparkle can be bought cheaply at a craft store. Makes a very open light, so choose a pretty bulb.

You can use beads, fabrics, wrapping paper, etc.., there so many things available, and the amount you need is optional, as per your taste, and setting. Most of it is done, and used easily. There are very cheap ways to make it look expensive, formal, casual, etc...

I have the same problem with a formal larger lamp. I'm probably just going to buy another lamp shade, since I don't think I can cover it well. If it were in a bedroom, I'd attempt it, but it's not.
