How to cover and decorate an iron rod which has been repaired

The said rod does not look neat nor nice. I want to cover its surface and make it look smooth and beautiful. Thank you.

    i can not provide a picture because I am not anywhere near the item at the moment but I shall try to be a little more precise: the said item is the leg of a garden serving table painted white .the one leg got rusted and broke, then I had it reinforced with a thinner rod inserted in and had it repainted. but it still looks ugly . now: how can I hide this ugly rough look and make smooth and nice looking? hope you can find a solution, many thanks.

    You can buy a plastic shower rod cover. It is 60" long and is slit lengthwise, so you just cut to length then slip it over the existing rod.It comes in white, but if it's not the correct white to match your table, you can paint it.
