This question is not that easy to answer. It looks like a weed, however sometimes what we think send up a wildflower. Have you seen any signs of a flower forming? When did you notice this? It definetely is a familiar leaf but before I attempt to answer this I need to know the questions that were asked.

I would have to agree that I can't determine whether it's good or weed until it grows to a head & forms a flower or not...that's the best way to find out is be patient!

@Laura Laskey I understand you but remember that 'one person's weed is another person's precious plant.' I moved to Italy from Upstate New York and wanted to rip out the Sumac trees in front of our home...but here they're considered ornamental, and planted on purpose!

My guess is that it's a plant. For sure cut it all the way back-that old foliage is just a drain on the plant--and wait and see what happens.

Is the leaf standing up behind the one laying down a curly look? I think I had one I was trying to ID also, It was very large! I will keep looking if I found an answer. Smiles, Cyndi

Clean it up and around it then name it after a favorite relative. (or no so favorite if the bloom is unappealing)

This is called Mountain Bluette (or centaurea). It gets beautiful blue (or even dark, almost black) flowers that look like bachelor's buttons. If you deadhead spent flowers, it will bloom into the fall. A KEEPER! http://www.northerngardening.com/NGB_articles/centaurea.htm

It is a plantain. A weed to some and a medicinal plant to others.
