Get everything OFF the floor! Hang Open shelves it will be neater since you can't jam everything in a cubby. Give your sister a marker. Everything she uses for 2 weeks, put a dot on the item. After two weeks if there is no dot, get it off the shelf. One shelf - make up and hair products and personal items. Another shelf nail products. High shelf, things not used but she wants to keep (i.e. Teddy bear) Mirror/shelf unit, put legs on it and make it higher, into a vanity. Christmas is coming, buy her a small chair. And how about a bright area rug to define the space.......

I would start by removing anything that is not being used. Then go one shelf at a time Books, records etc. It does appear there is ample storage

use small containers to hold the things in some of the cubbies. also, make it look more fun and attractive; find a cute print on rolled wrapping paper, cut the sheets and tape them to the back of the each cube. It will look cute and may encourage neatness

We used to customize cardboard boxes by cutting them to size and covering with contact paper. use the same paper for all of them so the look is uniform and not more messy. You can also use coordinating papers to sort by item. All one color papers or all of one item per paper covering. Glue onto the boxes. Most folks don't realize you can store a lot of stuff on a shelf as small as 4", for instance, bathroom items. if your shelves are deep, dividing up your storage spaces with cardboard dividers in the same papers you cover your boxes and organized by use will help to additionally organize you. If you don't use cardboard, check Hobby Lobby and Big Lots, as well as other box stores for plastic bins with drawers.

Before you start rearranging, consolidating, & throwing things out.... A) clear everything outa there B) clean & scrub walls, floor & furniture. ... who knows what germs, fungus, and filth may be festering in there. C) paint....either choose another color or freshen up your existing one do this first - rather next year or beyond where you'd have to clear everything out once again... Then; choose one or several of the good recommendations that were offered before.. Good Luck !

First, do a purge and keep what they actually use/need. Second, organize things by category. Third, use little fabric or wicker bins that fit in the cubbies to hide the clutter. You can leave a few spots open for larger items.
