Katherine, this is very tough to answer without knowing a whole lot more details. There can be a huge difference depending on the materials used, how "nice" a place you want to build, if these are all in one building, does the building structure already exist or is it brand new construction, etc. A number off the top of my head is in excess of a half million dollars.
Got any blueprints, drawings or plans that someone can look at? That is the way to get an adequate price. It is difficult if not impossible for someone to come up with any pricing with out some details. As they say, the devil is in the details.

Katherine, I'd start with getting the architectural engineering and blueprints done. That will give you your best estimate as to what things are going to cost. Without knowing exactly what is being built and what materials are being used it is just a shot in the dark. Section 8 housing has some pretty strict guidelines that you have to follow when building or remodeling.
id go to the nearest habitat for humanity ofice for ideas, dept of city builders, also with this kind of project there's gotta be grants out there to assist, thread slow and get all the info before taking out a loan - this has trouble written all over it if you dont know what you're doing and there's a lot of scandalous folks out there looking for cluelss ppl
