My tree is full of tiny leaf buds; when would be the best time to oil spray the tree? Would frost or freeze damage these small buds?

A freeze could certainly damage tender buds on a peach tree, Wayne, and the sprays to treat some of the problems that afflict peaches need to be applied before buds swell. You might want to check out this article from the North Carolina Extension Service on disease and insect management in the home orchard.
