Lemon Tree Won't Bear Fruit

I have a mature lemon tree that hasn't born fruit for the past 2-3 years. The rootstock has taken over. The tree is about 15 feet tall and is losing foliage at the top. There are new branches, sprouts, etc growing closer to the base. There are many branches that have thorns. There are multiple trunks about 6 inches in diameter coming out of the base. I can't figure out where the grafts started.
Any ideas about what I should do to get the fruit back? Do I just cut any branch that has thorns? Do I remove the trunks that have branches that have thorns?

    It sounds to me like the scion has died, or is in the process of it. I would bring in a good tree person to take a look. But I've also never heard of a lemon without thorns. My Meyer certainly has them.
