In my neighborhood yes...My yard still has snow drifts 4 to 5 feet high.

Rosemary should be fine. I would wait at least a couple more weeks on the Basil.

Yes, Betty, definitely hold off on planting the basil until all danger of frost has past.
You can also plant oregano and parsely now. Basil likes it hot and sunny and after April 15 the fear of frost should be past.
What about Cilantro now?
In the south I would plant cilantro because it likes cooler weather, but I have never grown it.
Find out what growing zone you live in and proceed from there
