Soil temperatures govern how successful most plants can be at this time. That said, there are lots of techniques for fudging your garden start: frost cloth, Wall-o-Water, cold frames and low hoop houses.

I suspect a lot of Montana gardeners start things indoors to get a jump start on what can be a short growing season. This brochure, from Montana State University Extension, provides times-to-transplant and frost tolerance for more than 30 commonly grown vegetables: http://msuextension.org/publications/YardandGarden/MT199308AG.pdf
