It needs to be opened up a little bit. They need to be able to get a lot of sun to dry the leaves and such underneath.

Roses are tricky to grow!! I always lose a rose bush or two, over the Winter here! ( But, the one I planted in front of my dryer vent--- always lives on!! First, give your roses a good "feeding"--- really soak the ground! Then, put some used aluminum foil ( rinse it, first!)-- under your rose bush, and remove the damaged leaves. Add a rock or two, to hold the foil down---- it will reflect the sun, and fry the bugs under the leaves! Good luck!
