Question

I have a lot of material, not big enough to fold and see.  I need some way to see the material.

Buy some stacking drawers. Wally world has 3 drawer storage for less than 20.00. You get the space plus another horizontal surface. I use them all the time in my craft room

I use the plastic pants hangers you get when you buy shorts, etc. Put a telescoping curtain rod in a bookcase &hang these small pieces of fabric organized by color family. Because the fabric remnants are small it only takes 1 shelf space

get a hanger for pants (the ones with the clips) and clip your material to this, then you can just 'flip' through them, and find the one you want.

I have tons of fabric also. I used clear plastic shoe boxes, separated into color, batics, holiday, kids, etc.  I then used a label maker and labeled each box and put on top of a tall cabinet that I keep the yardage in.  I can put my hand on whatever I need when I just need a piece.  You can always put shelves up if floor space is at a premium. Hope this helps.

Buy a hanging back-of-door or over-the-door shoe organizer with CLEAR plastic pockets. Your little bits of fabric and sewing scraps can be neatly placed inside the flat pockets for you to see at a glance exactly what you have! Looks pretty and takes up no floor space or shelf space. Loads of cheap online outlets sell these. 
I did this inside my linen cupboard door as a quick catch-all for the stray items such as buttons, thimbles etc that I find around the house. I also put them on the back of kids bedroom doors to arrange the dozens of little annoying stuffed bears!

Roll it and put elastic bands around it. Then tuck them neatly on a shelf or in a plastic door organizer

I saw a post where some one used the pockets of old jeans  sewn together. You could make something like that and put your scraps in like a man puts a handkerchief in his suit pocket. Hang on wall. You not only have a place for your fabric, but, also a great art piece.for your wall.

Okay here's a tip. Do you know when you go to buy some thread there sometimes on like a piece of cardboard and wrapped around it. You can do the same thing with small sewing pieces. All you would need to do is find some empty cereal boxes or old show boxes or old cardboard boxes. Cut them into strips and then wrap your sewing pieces around it. For example. If you have 10 12' X 12' pieces of sewing odds and ends. Just fold them in half and then fold then until there about 12' X 2' or 3'. And then take the 12' and wrap it around the piece of cardboard or cereal box or what ever your using. And you can even use paper clips to hold them into place. And you can even over lap the pieces if you cold it into 2' or 3' finished folds then just take the next folded piece and go a inch or so over the previous piece. That way there over lapped and taking up less room. And on the top maybe make a punch hole so you can hang them. This way the pieces are folded neatly. And if you have like a hanging show organizer you can place these pieces of cardboard or which ever you use in the little pockets and organize by color or pattern. Hope this helps.

Much of my fabric is in totes( clear)

We all like to work on shoestring budgets; but I confess; sometimes it pays to spend. I broke down & bought (from Home Depot, when on sale) the "HDX 48 in. W x 72 in. H x 18 in. D Decorative Wire Chrome Finish Commercial Shelving Unit" . Depending on your space of course, they have different sized units. My material is folded & stacked! The totes are nice, but then you deal with the lids. As my sewing/craft room is in constant use; I don't worry about the fabric getting dusty, etc. You can even tag each one; as to how many yds/ft/inches (I haven't got that far yet, lol!) Even dealing with smaller amounts of fabric; (which I have loads of) it's nice to see it all at a glance, & easy to retrieve. Lots of great ideas here! Hope you find what works for you! :)

PLASTIC SHOE BOXES HOLD SMALL BITS OF CLOTH LIKE FAT SQUARES. STACK THEM IN TILL FULL PUT LID ON AND YOU CAN SEE MOST FROM THE SIDES. THEY STACK SO NO WASTED SPACE
