Old cabinets that need refinishing,...on a Budget

kitchen cabinets have lost their appearance, due to old age and finish is coming off. On a budget. Any suggestions?

for starters,......I am going to say they are partial board cabinets, not mine, but moms. I don't know about refacing them, would help. She is on a budget.
