I've never seen a honey locust with that flower color. Possibly a clammy locust (Robinia viscosa)? Where is the tree?
actually we have what resembles a honey locust here....and they bloom like this too....but all the other honey locusts have a different type of bloom.

It's wisteria. Definitely not honey locust! Clematis has more of daisy like flower rather than the pea like flower. Wisteria is a vine but can be trained into a tree like bush and the blooms smell heavenly! Google it.
Wisteria. Generally a climbing vine but can be trimmed into tree shape like I did mine.
Looks kind alike a Dogwood.
