Can I use roofing paper?

Instead of mulch or plastic can I use roofing paper on top to retain moisture?

    You can use this,however you must put holes in for drainage.

    If you're talking tar paper then no. Contains petroleum.

    PaulaLawrason is correct! Roofing paper is impregnated with asphalt. It will leach into the ground and contaminate it. Bad for plants, especially anything edible.
