Is it too late to transplant a tulip tree-it is 30 inches tall but I read it should be done in spring & I'm in NE OH

That seems like a reasonable size to attempt. Get the biggest soil/root ball you can lift.

Make that a third for going for it. Better to do it now than after another season's growth.
