You can color concrete as it is mixed ( with liquid dye or powdered dye), you can also color it after it has been poured / cured.
The color options after it have been poured include stain, acid stains, dye and surface paints.

Some "concrete" paint can be tinted just like regular wall paint...other type can not it depends on the type of paint. The one that generally can not be tinted are the "epoxy" types.
A visit to a local SW or specialty paint store will give you an idea of which is which.
