I have a dark blue umbrella, that has some fad spots on it. what kind of paint could I use to paint the umbrella, that will stand up to rain.

Check the craft stores like Michaels or Hobby Lobby for exterior paint used for cushions on patio furniture. It will work and hold up beautifully.
