Hmm. Do you mean like a living screen on the side the prevailing winds come from? If so, how high do you need the plants to grow and what exposure do you have? (Perhaps you could post a photo.)
We have a small restaurant here in my small mountain town that installed plexiglass panels along the top of a low stone wall...this added a few weeks to their outdoor dining area.
The difficult part of putting in a wind break is to not make is so that this wind break will fail if there is to much wind.
A lattice panel with good quality framework works well. Or as Douglas said, plantings can work, but they take a while to establish themselves. Planting larger shrubs or trees risk them blowing over unit the root structure can do this themselves.
Post a photo of the area so we can come up with some other ideas for you.
Not sure if this will help you but in a few months i am going to be buy some lattice then going to put fiberglass up then a nother pic of lattice so it will be ssandwiched in between to pice of lattice then i am going to do a rolling shade for more privite
