If they are cut down will they bloom a second time in the summer?

I cut mine back after they are through blooming. In my experience, mine in MI do not rebloom this year. I just prefer to have a tidier look and once they are turning black and spent, I prefer to have them gone.

Sometimes I get a second bloom after cutting back. And I think they look better as well. Mine are starting to flop over now.
