How to cover a cement floor with clear coating so you can walk on it

I have an 8'x10' cement floor, I want to cover it with 12x12 inch paper design, I found at a craft store. The paper to cement isn't a problem. I thought about clear vinyl over it, but how would I secure it. I thought about polyurathene <(spelling) I don't know anything about that, or how it works. Those are the only 2 ideas I have. Can you help ? Thanks J.C.
