I use the round shower curtain rings, they're cheap and you can clip the all together, like a chain. I also use them for scarfs.

A wood thread spool holder would work.

Does it have to hang? If not, take a coffee tin and spray paint, decoupage, contact paper (whatever appeals to your creativity) the outside. Headbands can fit right on the outside and scrunchies go inside the tin--even comes with lid to keep things tidy.
