Make a Spooky but Eco-friendly Ghost for Halloween

I grew up watching "Casper the Friendly ghost". He wasn't spooky and he was this cute little cheeky ghost that everyone loved. So it's a shame that Halloween puts ghosts on the defensive. So I decided to make this friendly, eco-friendly ghost to keep forever. Your kids love it and they can help making it!
You can use any kind of light under this ghost except candles. That wouldn't be good...
