depending on size of tote- how about gluing house insulation covered in an old blanket- I am assuming this is for outside? My dad used a outside electrical cord with a75 wt light bulb to also keep his dog nice and toasty, along with insulation around the dog house.

The blanket would get wet but I just thought about wrapping the tote with insulation & putting that container inside a larger one.

If for outside, you need to surround with hay bales to help block wind, snow as plastic automatically retains cold. My sister had plastic dog crates here in Kansas and that was what she did.

I googled sheltering stray cats and they had a lot of ideas that might work for dogs too.
