Winter over dahlia bulbs

I've never been able to winter over my dahlia bulbs because either I haven't known exactly how, or I've chosen the wrong medium and place to put them. Today I'm going to dig them up because we've finally had a killing frost. I read that I should put them in newspaper and peat, but where should I store them? My cellar is too warm, and my garage is too cold. I've thought of the crawl space in the cellar, but I'm afraid critters will get in and eat them. Advise please and than you. Susannah
