Can you lay flooring on top of old flooring?

    What kind of flooring are you wanting to cover? Also, what do you want to cover it with?

    As Suzann asked, what floor is down already and what will you cover it with ?
    If you are putting vinyl over vinyl, you will need an embosing leveler to smooth the surface.
    You want to check to make sure there is no hidden water damage to the underlayment behind the refrigerator, by the dishwasher or near a tub/shower or toilet. Rapping on the old floor with the handle of a screw driver will show you were the underlayment has been wet. There will be a dull rap sound where it has been wet versus a sharp rap sound where the underlayment is solid and has never been wet.
    If you are going to put down laminate, you also need to make sure the laminate thickness will not prevent a dishwasher from fitting under the counter. Many have locked in a dishwasher with a thick laminate in front of the dishwasher feet.
    You also want to consider how the baseboard fits. Is it easy to remove and reset over a thicker floor ?

    For my part, you can only cover an old flooring if it can last and is hard. For exemple, ceramic floor can be covered with vinyl or wood, but vinyl can't be covered by ceramic. However, you can cover old vynyl flooring by wood only if it's in good state as it will work as a noise or thermic insulation. You can also cover wood with vynil. But keep in mind that if the first flooring needs to be changed or repared, you can't vover it with new other flooring without any future problem. You need to fix the first flooring before any covering.
